Toronto Police Looking for 44-year-old Man Bound by Ontario Mental Health Act

A 44-year-old man bound under the Ontario Mental Health Act is missing and Toronto police are asking for public assistance to locate him. Tesfaye Asefa was last seen in the area of Ossington Avenue and Queen Street West in downtown Toronto. Asefa was previously found not criminally responsible for two sexual assaults.

Toronto police is looking for Tesfaye Asefa who is bound by the Ontario Mental Health Act. He was last seen in the area of Ossington Avenue and Queen Street West in downtown Toronto on January 18 at around 4:30 p.m. It is unclear if Asefa escaped from the Centre for Addictions and Mental Health (CAMH) facility located in the area.

He has been described as standing 5-9 tall, approximately 194 pounds, bald with brown eyes, and has an accent. Asefa was last seen wearing a black jacket, a red shirt and sweater, black pants, and grey shoes.

The missing 44-year-old is bound under Form 49, Warrant of Committal, under the Ontario Mental Health Act which means if a patient enters any hospital in Ontario, they can be detained. It is similar to a detention order.
